Every BIC district is claimed with ICP. On each claim that ICP is split — and a fixed share is routed straight into the Certificate rewards pool. Anchor your cert to a country and you draw from that pool, weighted by your country's activity. The more districts sell, the more the pool fills.
Distributions depend on real district sales and your anchor — there is no fixed yield and no promise of profit. It's a mechanism, not an income.
